Smog Check Point Loma - SAN DIEGO (KGTV) - Many drivers around San Diego say they are worried about being cited after seeing what some call "smog checkpoints."

Passengers recently spotted one of the mobile smog monitors on the Nimitz at Point Loma. A road agency is monitoring cars to collect data in hopes of improving air quality.

The mobile unit is set up like a DUI patrol, but the stop is voluntary. "I was looking ahead, and I saw the lights. It was obviously a police operation, and I thought it might have been a car accident," said Nancy Washburn.

Washburn made a car return, and was late for the meeting. "There was a CHP car. Two officers, there was a whole blue tent with chairs. After I passed that, there was an elevator to put the car in."

According to Washburn, the first thought that came to his mind was that the authorities were targeting older cars because of the emissions problems.

Talked with the California Highway Patrol and the agency behind the smog tests, the Bureau of Automotive Repair. According to those agencies, it is not a surveillance and no one has been arrested, but it is a temporary study to help the state to achieve better air quality standards.

The agencies involved insist that drivers will not be penalized for not participating. "There is no penalty or penalty if they miss or fail, that's the information. And we use this information to help us manage and evaluate the California Smog Check program," said Michael Lafferty.
